Dr. Mustafa Bulan is a prominent Turkish academic, researcher and engineer in the fields of robotics, control systems, and electronics. He completed his Master of Science in Control Engineering at Istanbul Technical University (İTÜ), focusing on robotics, sensor fusion, and unmanned aerial vehicles.
Dr. Mustafa has around 25 years of experience in AI and hi-tech development, as well as senior management roles within leading international companies, on transportation (mainly aviation - airports) industry and smart cities (Multi-disciplinary projects).
In addition to smart city and aviation projects, Dr. Mustafa has contributed to the implementation of more than 20 notable projects and initiatives across areas such as UAM/AAM, fintech and blockchain-based tokenization, digital twin, dark (autonomous) facilities and also intelligent healthcare platforms. He continues to be involved in development projects in emerging areas such as Agentic AI, neuromorphic computing, and Edge AI at the R&D level
Dr. Mustafa has also carried out several specialized projects and initiatives in Healthcare and Medical domain, focusing on the advanced and effective utilization of artificial intelligence technologies to improve the quality and efficiency of healthcare industry. His works include the development and implementation of several AI-driven platform-like projects, such as intelligent patient and resource management systems, optimized patient–expert-center integration frameworks, remote and continuous-real time patient monitoring solutions, and smart healthcare tourism platforms. Among his key initiatives are the development of Medical Sandbox environments, healthcare big data analytics platforms, real-time agentic AI solutions for medical applications, and domain-specific LLMs and CLE (compact language experts) tailored for healthcare industry.
Dr. Mustafa has particularly led research and development initiatives on next-generation wearable robotic rehabilitation systems (exoskeletons), at institutional level. These systems represent a new generation of mechatronic platforms designed to support individuals with disabilities in both daily life assistance and rehabilitation scenarios. The developed approaches focus on creating adaptive systems capable of integrating with the user’s neuro-musculoskeletal system, learning individual characteristics, and providing intelligent support through voice-based interaction, motion assistance, and bio-signal-driven control mechanisms.
Dr. Mustafa holds a BSc degree in Electronics Engineering, an MSc degree in Control-Computer Engineering. His PhD research was on Mechatronics Engineering focused on human-power-amplification technologies at intelligent robotics.
